Each village will have one Communication Committee(CC) so that Medirigiriya will have 8 CCs, Thamankaduwa 8 CCs and Mahaweli 11 CCs. Each CC will have 5 members, thus making a total of 135 .They form the General Council of the radio.

Each Gemidiriya area CCs will elect a Village Unit Management Council (VUMC) in the following manner:

The Chairperson and the treasurer(always a female in keeping with Gemidiriya principles) from each VUMC will be selected for the Board of Directors. |

Board of Directors will consist of 11 members 6 representing three Gemidiriya areas, 2 Federation directors, 2 Company directors ,1 Core group member and the Manager of the Station who will have no voting rights. |

Role of the Communication Committee |
|
| |
01. |
Collect Rs. 10.00 per month from each member. |
|
| |
02. |
Conduct till campaigns in proper time to raise funds. |
|
| |
03. |
Collect money through fairs. |
|
| |
04. |
Collect funds from the community at harvesting periods. |
|
| |
05. |
Collect funds required for maintenance through musical shows, dramas, etc. |

| |
06. |
Direct communities for programmes according to the needs of the community. |

Act as a coordinator between the staff of the community radio and the community. |
|
| |
08. |
Provide facilities for the communicators of the community radio when they arrive in respective villages. |

Train secondary group of communicators. |

Communicate messages between the BoD of the association and the community. |

Proposal: There are 4 village level Maha Saba in Medirigiriya. With participation of the members of the maha Saba said Maha Saba shall conduct a zonal Maha Saba and appoint a Zonal Committee consisting of 8 members. There should be a Chairperson, Secretary, Treasurer and 5 other committee members. Chairperson, Secretary and the Treasurer shall be appointed according to the procedures of Gemidiriya. |

Functions of the Zonal Communication Committees(ZCC) |
|
| |
01. |
ZCC will function as a Village Unit Mangement Council |
|
| |
02. |
Coordination between Community radio station and the village communication commetee |
|
| |
03. |
Identify and present programs that are appropriate for the region |
|
| |
04. |
Identify human resources necessary for the radio including communicators and other essential personnel and develop their capacities. |

Organize committee meetings and, plan and execute training programs |
|
| |
|
|
|
| |
Functions of the General Council (GC) |
|
| |
01. |
General Council (GC) will aprrove or ammend the elected Board of Directors (BOD). |
|
| |
02. |
GC shall approve the filling of vacancies in the BOD |
|
| |
03. |
GC shall approve or ammend if necessary the code of ethics and guidelines of the Community Radio (CR) |
|
| |
04. |
GC shall take decisions by majority vote regarding the BOD if it fails to discharge its reponsibilities or contravenes code of ethics of the CR |
|
| |
05. |
GC shall approve or ammend annual plan and the budget estimates |
|
| |
06. |
GC shall asses and evaluate the progress of the radio station |
|
| |
07. |
GC shall implement at grass roots level the sustainability plan |
|
| |
08. |
GC shall approve the program schedule |
|
| |
09. |
GC shall accept complaints from the listeners and channel them to the Board of Directors |
|
| |
|
|
|
| |
Functions of the Board of Directors (BOD) |
|
| |
01. |
Propose and present for approval of the General Council (GC) the names of Chairperon, Secretary and the Treasurer. |
|
| |
02. |
The chairperson of the Board of Directors (BOD) will be appointed ex officio as the chairperson of the GC with the approval of the GC. |
|
| |
03. |
If the person nominated to be appointed as the chairperson fails to receive the approval of the GC, GC shall have the right to appoint a person from the BOD as chairperson. |
|
| |
04. |
Oversee the income, expenditure and the broadcast functions of the broadcast station. |
|
| |
05. |
Recruit a manager/mangeress. (The person so appointed should have made an positive |
|
| |
06. |
contribution to the mobilization process and should have completed a minimum of six
months volunteer service). |
|
| |
07. |
Recruit volunteers for the radio and appoint staff for the radio through board appointed by BOD. from the volunteers who have successfully served a minimum of six months volunteer service. |
|
| |
08. |
To ensure that the progrm schedule is prepared in accordance with the principles of Community Radio and to ensure its implementation. |
|
| |
09. |
If the staff of the CR or the GC members act in contravention of the code of ethics BOD will bring such instances to the notice of GC in order to take appropriate action. |
|
| |
10. |
BOD will assess the efficency of the activities of the radio station and look after the maintence Compute, approve and grant payments and traveling allowences to Staff and volunteers. |
|
| |
11. |
BOD should gurantee the editorial independence of the Radio Station needed to bring out the voice of the community without restrictions. |

12. |
To establish and maintain commuity multi-media centre.(CMCs) |
